Why we ask
A name is enough to claim an empty listing. Taking one over needs proof.
Anybody who knows an owner's name could claim by name, so a name never takes a listing from somebody else. A verified owner's claim outranks every claim by name. Nothing private moves when control does: whoever held it keeps their own bills, notes and documents.
